Two Days National Conference on Social Protection for an Inclusive Development

Join the National Level Conference on Social Protection for an Inclusive Development, organized by the Department of Social Work, GDC Beerwah in collaboration with ICSSR North Western-Regional Centre. The conference aims to explore the implementation and implications of social protection policies in India, and their role in reducing poverty and promoting economic and social development.




About The Conference:

Social Protection is a human right and an economic and social necessity. Social Protection benefits and services are powerful tools to combat inter-generational poverty and inequality, and to invest in social and economic development. It has emerged as a major new focus in efforts to reduce poverty around the world. The 2030 Agenda for Sustainable Development aims to end poverty in all its forms by expanding social protection for all, with SDG Target 1.3 aiming to ‘implement nationally appropriate social protection systems’ towards that objective.

From over half a billion in 1990, the number of poor in South Asia dropped to 216 million people in 2015. However, it is estimated that 15% of the population still live on less than $1.90 a day, and around four in 10 are multidimensionally poor according to the Multidimensional Poverty Index (MPI). The impacts of poverty are often felt disproportionally among the most vulnerable groups, including children, women and girls, people from excluded minorities and low-status castes and tribes, casual and migrant labourers, senior citizens, and those living with disabilities. Poverty also results in lower labour productivity and economic growth as well as inequality and instability in societies.

India has a large number of social protection schemes, both at the central and state levels, which cater to different segments of the population, especially it has the world largest labor protection program - Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), and the largest health protection program – Pradhan Mantri Jan Arogya Yojana (PM-JAY). However, despite such a strong Social Protection Framework the situation of poverty and vulnerability is still severe. There is increasing informality – 90% of workforce is in the informal economy, and heterogeneity of the workforce leads to low levels of social protection and high vulnerability among India’s workers.[1] The overall poverty is at rise and according to the National Statistical Office (NSO) data, rural poverty has risen by 30% more than urban poverty since 2011.[2] A number of extra cash benefit measures were implemented by a number of Indian states during COVID19, but they remained abysmal in catering to the safety net needs of millions of people who lost jobs and went into deeper levels of poverty.[3]

This National Conference by the Department of Social Work, GDC Beerwah in Collaboration with ICSSR North Western-Regional Centre on Social Protection for an Inclusive Development aims to support the Government of India’s mission and vision to deliver a core package of social protection for all, with a focus on the most vulnerable. By bringing together different stakeholders, the conference will explore the arguments and the evidence emerging from the implementation of the social protection policies and their implications for larger development agenda. Recognizing that there are many paths towards universal social protection across different states of India, and around the world. Also, different paths are being followed towards their expansion and consolidation. This conference aims to bring together these differential and comparative experiences and practices thereby pave a way towards extension of a more realistic social protection floor with complete inclusiveness in approach.

OBJECTIVES

  1. To create public awareness, and policy debate around social protection in India.
  2. To understand the inclusion and safety net outcomes of social protection in India.
  3. To understand the socio-economic and political empowerment outcomes of the implementation of social protection in India.
  4. To understand the role of social protection during extreme catastrophic situations such as COVID19 in India.
  5. To understanding the governance and system of accountability in social protection extension.
  6. To look into the ways of extending social protection as a universal, available and affordable strategy across India to all sections of the society.

SUB-THEMES

The conference will be based on the following eight themes. However, ideas/papers beyond these themes within the domain of social protection are also welcome.

  1. Social protection as a safety net.
  2. Social protection and socioeconomic impact.
  3. Social protection and labour market participation.
  4. Social protection and the inclusion of excluded – women, SCs, STs, children and disabled.
  5. Social protection and the overcoming of COVID19 crisis.
  6. Social protection and accountability, and governance.
  7. Social protection and the role of market, and third sector.
  8. Future of social protection.

WHO CAN PARTICIPATE

Academicians, researchers, scholars (in M.Phil and PhD), masters students, policy makers, government officials and CSOs working on issues related to social protection are invited to present their papers.

Call for Papers:

We invite original papers from academicians, researchers, scholars (in M.Phil and PhD), masters students, policy makers, government officials, and CSOs working on issues related to social protection. The papers should uphold the themes and sub-themes of the conference and should be as per the following specifications:

  • Abstract should be within 300-500 words.
  • Last date for registration and submission of Abstract: 20th May 2023 (via registration link only)
  • Last date for submission of full papers by selected participants: 5th June 2023.
  • Conference Date: 21-22 June 2023

Publication:

All the papers presented in the conference will be published in an edited volume, and all the abstracts will be published in an abstract book.

Registration Fee:

The fee is the minimal token of donation towards conference expected from all the participants. It will cover two days lunch, two teas a day, and a conference kit:

Accommodation:

The conference is not in a position to offer accommodation to any participant. However, desirous participants can submit a subsidized accommodation fee for a shared room. The college has tied-up with a few good hotels on Gulmarg Road for subsidized accommodation.

Transport Facility:

Daily pick-up and drop facility will be arranged from selected hotels, and Srinagar to GDC Beerwah for both days of the conference.
